An electrical box is a hole cut through the drywall with a hollow metal or plastic container sitting in it. Acoustically it is a weak point in an otherwise continuous surface, and back to back boxes in a shared wall are one of the most common reasons a client can still hear a neighbour after treatment.
What the pad does
The pad is moulded around the back and sides of the box, restoring mass and closing the opening so the box is no longer a shortcut through the wall.
Where it matters most
Party walls, bedroom walls and any wall where outlets on the two sides are close to each other. Offsetting boxes horizontally helps as well, but on a retrofit the boxes are usually already in place and the pad is the practical fix.

Worth knowing. Count the outlets before ordering. A single bedroom wall commonly has four to six boxes once switches and data points are included.
