Footsteps, dropped objects and moving furniture are impact noise. The energy goes straight into the floor structure, so adding mass to the ceiling below helps far less than people expect. The effective place to intervene is between the finished floor and the subfloor.
What the underlayment does
The resilient layer separates the walking surface from the structure, absorbing the impact before it becomes vibration in the joists or slab. A thicker layer generally gives more reduction, which is why 12mm is used where the requirement is serious rather than cosmetic.
What it will not do
Underlayment reduces impact noise. It has a much smaller effect on airborne noise such as voices or television from the unit below, and it is often sold as though it solves both. If the complaint is conversation rather than footsteps, the ceiling is usually the right place to work.

Worth knowing. In condo and co-op buildings there is often a minimum underlayment requirement written into the building rules. We check that before specifying, because meeting the building standard and solving the neighbour complaint are not always the same thing.
